(86.136.193.106)		The fisheries secretary has defended the new agency set up to manage Scotland's seas amid concern over its independence.

Richard Lochhead insisted that Marine Scotland will be accountable to Parliament.

Labour accused him of establishing the Government agency without first debating what its functions will be.
